During the Montrose City Council Work Session on June 1, the Council was scheduled to discuss potential charter amendments members had submitted for consideration to be placed before voters in November. Prior to the start of the discussion, Mayor Badagliacco announced that public comments during this work session would only be allowed for items on the agenda that did not relate to the discussion on potential charter amendments.
A uniform groan from the public seated in the ‘filled to capacity council chamber’ was heard!
Council members J. David Reed and Dave Frank objected to the Mayor denying members of the public the opportunity to express public comments.
What followed: Council member J. David Reed proposed that a Charter Review Commission comprised of members of the Montrose community be formed to join the City Council in proposing amendments to the City Charter.
Outcome: The City Council members accepted Councilman J. David Reed’s proposal to vote on forming a Charter Review Commission during the next City Council meeting.
Therefore, the work session agenda was limited to the City Council Attorney reading the proposed amendments. City Council agreed to defer discussion on the proposed amendments, pending a future vote on forming a Charter Review Commission.
During this work session, it was understood that the Montrose City Council plans to vote on forming a Charter Review Commission during their meeting scheduled for Tuesday, June 16 at 6pm.
LWV-UV members who are residents of the City of Montrose are encouraged to attend the meeting. The City Charter is a vital, legal document. Think of it as the city’s constitution, setting the framework for how everything works locally.
Proposing amendments to the Charter need to be undertaken with public input.
A City Council vote to establish A Charter Review Commission is the next required step.
Your presence at the Montrose City Council meeting on June 16 will serve to ‘incentivize’ the council members to hold the vote.
